Andrew Jackson had his informal &#8220;Kitchen Cabinet,&#8221; while Franklin D. Roosevelt turned to a group of academics known as his &#8220;Brain Trust.&#8221; The memo also noted that Grover Cleveland consulted financier J.P. Morgan during a Treasury gold shortage, and Lyndon B.
