Chelsea have moved quickly to bring the 21-year-old back to England after a standout run in France with Strasbourg. Since joining from Brighton in February 2025, the youngster has found a new level, and Fabrizio Romano has now confirmed that Barco has agreed to personal terms ahead of the move.
While he can play multiple roles, Chelsea see him primarily as a central midfielder. His vision and work rate off the ball would offer a massive boost to the engine room. The big concern, of course, is whether he can handle the physical side of the Premier League this time around, given his previous struggles in the division.

2. Morgan Rogers targets a move away from Aston Villa
Morgan Rogers has emerged as a top priority for Chelsea. The club want someone who can create havoc on the left wing or provide cover for Cole Palmer in the number ten spot. Rogers has been in fine form this year, racking up 17 goal involvements in 44 games, and looks like a safe bet to start for England in the upcoming World Cup.
His pace and technical skill make him a handful for any defender. However, as Sky Sports pointed out, Rogers can sometimes look lost in a rigid tactical setup; if Chelsea don’t give him freedom, they risk wasting one of the brightest young talents in the league.

Chelsea have also set their sights on Anthony Gordon to lead the line. They’ve kept a close eye on him since his days at Everton, and they value the fact that he already knows the league inside out. Gordon’s flexibility makes him a perfect profile for a squad rebuild, and Newcastle might be forced to sell for around £80 million to balance their books.
